"Richard Ellsworth FAST, son of Richard and Letha Ferrell (JACOBS) FAST, was born October 31, 1858, in what is now Marion County, West Virginia. As a boy he was of slight build and delicate constitution, but he was early sent to school and given such advantages for securing an education as were available. In the autumn of 1882 he was made Deputy in the Office of the County Clerk of Monongalia County; and in October, 1884, he was elected to the position of Clerk of the Circuit Court which office he held until 1889. In 1886 he was graduated from the University of West Virginia with the degree of Bachelor of Law. In politics he was a Republican and took an active part in the affairs of his party for which he did effective work in many campaigns. In 1887 he was elected Mayor of the city of Morgantown, Monongalia County, and by re-election held the office until 1894. Of the two regiments of National Guards of the State of West Virginia he was in command of the first. Fraternally he was well known and popular, being a member of Morgan Lodge No. 4, F. and A.M.; Orient Chapter No. 9, R.A.M. at Fairmont; Crusade Commandery No. 6, K.T. at Fairmont; Osiris Temple Ancient Arabic Order of Nobles of the Mystic Shrine at Wheeling; and of Athens Lodge No. 36, K. of P. at Morgantown. "Colonel" FAST, as he came to be known throughout the state, was a member of the West Virginia State Senate for the sessions of 1897 and 1899; and of the History Department of the faculty of the University of West Virginia.He was recognized as an authority in his field of work; and among other writings, he was co-author with Mr. Hubert MAXWELL of a standard history of West Virginia.
