I am unsure of the relationship between Frank W. Weaver and the Stafford family. Frank's mother had died between 1874 and 1880. His 60 year old father apparently could not raise the young child by himself although the two older children, Malissie, age 11, and Minor, age 8, remained with the widowed father.
