The name of James only appears on the 1940 census with his parents and is missing from the 1920 and 1930 census when he would have been about 9 years old and 19 years old respectively. Perhaps his name was just missed on the 1920 census when he would have been about 9 and perhaps he was away attending collect during the 1930 census when he would have been about 19 years old.

I can find no birth record for James in Washington during the years 1910 and 1911.

Perhaps he was an adopted son. I know of only one other child (Doris) that was born to Walter Winslow and Lucy Kate Methven.
