• His obituary was published in The Nugget Newspaper on 21 January 1998 in Sisters, OR. Dr. Ralph Clinton Rands, 75, died Wednesday, December 31, 1997 at Black Butte Ranch. He was born in Rire?, Idaho, on May 2, 1922. He served in the United States Navy during World War II and married Agnes Leona Lind on June 9, 1950, at the Lutheran Church in Anacortes, Washington.
Dr. Rands was a well-known educator and administrator in Oregon. From 1950 to 1967, Dr. Rands was a teacher and administrator for the Parkrose School District. During this time, he served a term as president of the Oregon Education Association. He received his Masters Degree from the University of Oregon in 1964 and his Doctoral Degree in Education in 1967. He had the opportunity to work in London, England, for the U.S. Air Force as the principal of the American high School for children of Americans living abroad. He returned to Portland in 1968 to become the Director of Personnel for the Portland City School District. In 1969 he accepted a position as a professor of education at Indiana University. The following years he returned to Oregon where he worked as the Dean of Liberal Arts at Portland Community College for four years. He taught two years at Oregon State University. Then the family moved to Eugene where he was a professor at the University of Oregon in the Department of Education Policy and Management.
After his retirement in 1986, he and his wife moved to Black Butte Ranch where they have lived for the last 11 years. During the last three years he served as chairman for the Architectural Review Committee. He was a member of the Retired Teachers Association.
He loved fishing, golf and writing. He just completed him book of memoirs entitled "C'est Moi." He attended the Episcopal Church in Sisters.
He is survived by his wife of 47 years, Agnes Rands, daughters and sons-in-law: Deborah and Dan Cullen, Springfield; Lisa Kay and Glen Wysel, Santa Barbara, Calif.; Julie May and David Mikula, Eugene; Shelley Jo and Gert Jorgensen and Mary Rands, San Leandro, Calif.; Robert and Doris Rands, Phoenix, Ariz. He is also survived by four sisters: Virginia Bennion, Newport; Verla Egan, Salem; Velma Gannon, Debrey, Wis.; and Mary Case, La Pine, and eight grandchildren and numerous nieces and nephews.
Dr. Rands was preceded in death by his brother, Wilson Rands.
