Charles Lightfoot is listed in various years of the Eau Claire, Wisconsin City Directory. They usually showed Charles' occupation as working for the NSP, Northern States Power Company or WML&P Company, which is the Wisconsin Municipal Light & Power Company.

The Record of Birth for Charles was recorded in Muscatine, Iowa in spite of the fact that it indicates that he was actually born in Cedar County. It is not known exactly why this was done but a review of all historical records from the era seems to indicate a preference for the residents of Springdale, Pee Dee, and Atalissa areas to be serviced through Muscatine County instead of West Branch, Iowa or the Cedar County seat in Tipton, Iowa.

In addition, the record of birth for Charles indicates that he was not given a name on the initial birth record. It appears that there was no legal requirement at the time for the parents to ever file an amendment to the birth record but rather they just merely started calling him by whatever name they finally had chosen.

The birth year on his gravestone was supplied by family members but it incorrectly says 1883 instead of 1884. The only document which provides the year of 1883 instead of 1884 was his World War I Draft Registration Record which was completed in 1918. His World War II Draft Registration Record which was completed in 1942 stated a birth year of 1884. All of his state and federal census records support a birth year of 1884.

NOTE - Their youngest daughter, Hazel, was born metally retarded and is assumed to have been living in a special care facilty when the 1920 census was taken.

This census record shows two of Rose's daughters from her previous marriage to Charles Chandler, who were still living with her, Anastasia and Lillian. I highly suspect that the name of the boarder, Lillian Shantle, is actually Rose's daughter, Lillian Chandler. She should have been listed as "step-daughter" instead of "Other". The name of Anastasia was listed as "daughter" to Charles C. Lightfoot when actually she was a step-daughter. It is not clear why Anastasia would be listed with a Lightfoot surname while her sister, Lillian, would be listed with a Chandler or Shantle surname.

If two of Rose's children from her first marriage are living with her, what happened to the middle child, Adeline? Apparently she was still alive because later she married Dunaski. If Charles Chandler were still alive after the divorce from Rose, perhaps Adeline was living with him.

At the time, she still had at least two of her children with her, Lillian and Stacia, who appear with them on the 1920 US Census. The marriage license shows Rose's half-sister, Emily F. Bluestone, as a witness.
